Brazil and Dominica Sign Pair of Cooperation Agreements

The governments of Dominica and Brazil have signed a pair of cooperation agreements.

The deals include an agreement first proposed at the Brazil-CARICOM summit in 2010 and a $100,000 pact between the two countries’ water utilities.

CARICOM to establish Commission to debate marijuana decriminalisation

BASSETERRE, ST. KITTS, JULY 4TH 2014 (CUOPM) - Caribbean Community (CARICOM) leaders including St. Kitts and Nevis’ Prime Minister the Rt. Hon. Dr. Denzil l. Douglas, have agreed to the establishment of a Commission to further the debate on the decriminalisation of marijuana for medicinal purposes.

CARICOM Secretary General His Excellency Irwin La Rocque told reporters that while the composition of the Commission is yet to be determined it will most likely be made up of experts “in their field."

Guyana to Receive $31.6 Million Loan to Improve Water, Sanitation

Guyana will be receiving just under $32 million in loans to strengthen and improve access to drinking water and sanitation services.

The funding will come from a pair of sources; it includes $16.8 million from the Inter-American Development Bank along with support from the Caribbean Investment Fund of the European Union totaling $14.8 million.

Dominica’s Parliament Approves Bill to Make CCJ Final Court of Appeal

Dominica’s Parliament has approved a bill to make the Caribbean Court of Justice the country’s final court of appeal.

Speaking to the House of Assembly this week, Dominica Prime Minister Roosevelt Skerrit said the move made this an “historic time.”

When completed, Dominica’s decision would make it the first country within the Organization of Eastern Caribbean States to accede to the CCJ, which is seated in Trinidad.

The country first announced the plan to introduce such a bill in March.

BASSETERRE, ST. KITTS, JULY 1ST 2014 (CUOPM) – The Federation’s Prime Minister the Rt. Hon. Dr. Denzil L. Douglas is leading the St. Kitts and Nevis delegation to the 35th Regular Meeting of the Conference of Caribbean Heads of Government in Antigua and Barbuda.

Prime Minister Douglas is accompanied by Minister of Foreign Affairs, the Hon. Patrice Nisbett, Acting Permanent Secretary in the Ministry of Foreign Affairs, Mrs. Astona Browne and Mrs. Neys Chiverton-Dockery, Senior Foreign Service Officer.

Meeting of CARICOM Heads begins today

ST JOHN’S, Antigua – The Caribbean Community Council of Ministers will review its first strategic plan during a session today. The discussion will form part of the annual Caricom Heads of Government meeting, which is being hosted by Antigua & Barbuda from July 1 to 4.

A release issued by the Caricom Secretariat said the plan outlines a comprehensive development agenda for Caricom, focusses on practical and achievable goals and the need to target a selected set of specific outcomes within specified timeframes.

Grenada, United States Come to Agreement on FATCA Law

Grenada and the United States have reached an inter-governmental agreement under the latter’s Foreign Account Tax Compliance Act, the Grenadian government announced Monday.

Grenada’s government said it completed the negotiation of a model 1 inter-governmental agreement on June 16 to enable FATCA compliance.

The agreement requires Grenadian financial institutions to submit information on US clients to the Inland Revenue Department for submission to the United States’ Internal Revenue Service.
