Programme Overview

The Foreign Policy and Community Relations Programme operationalises the Caribbean Community’s external engagement and internal cohesion functions through a coordinated, rules-based diplomatic framework. Situated within the Secretariat’s mandate under the Revised Treaty of Chaguaramas, the Programme advances collective interests by aligning Member States’ foreign policy positions, strengthening strategic partnerships, and reinforcing democratic governance norms across the Community.

At its core, the Programme facilitates policy harmonisation and diplomatic coordination. The Secretariat supports Member States in formulating unified positions on priority hemispheric and global issues, thereby enhancing CARICOM’s bargaining power within multilateral systems. Through structured bilateral and multilateral engagements, the Programme seeks to consolidate alliances with third countries, regional blocs, and international organisations, ensuring that the Community’s development priorities—particularly in climate resilience, financing, and sustainable growth—are effectively articulated and advanced.

A second pillar concerns strategic diplomacy and international advocacy. The Programme positions CARICOM as a coherent diplomatic actor capable of influencing global policy discourse. This includes coordinated interventions in international fora, targeted advocacy on Small Island Developing States (SIDS) vulnerabilities, and the mobilisation of development partnerships. The Secretariat acts as a convening and technical hub, enabling Member States to navigate complex geopolitical dynamics and respond to emerging global economic challenges.

The Programme also encompasses Community relations and democratic support mechanisms. It promotes solidarity and institutional trust among Member States by facilitating cooperation initiatives and supporting the conduct of free and fair elections. The Secretariat deploys Election Observation Missions upon request, contributing to electoral integrity and democratic legitimacy. Continuous refinement of electoral observation methodologies ensures alignment with evolving international standards and best practice.

In parallel, the Programme supports Community expansion and inclusive participation. The Secretariat engages prospective states in accession processes, while also addressing asymmetries in participation among existing Members. Particular attention is given to strengthening the capacity of states facing structural constraints, thereby ensuring more equitable engagement within the Community framework.

Overall, the Programme functions as a diplomatic integrator, linking foreign policy coordination, international advocacy, and intra-Community relations. Its outcomes are reflected in strengthened regional voice, enhanced global partnerships, and sustained commitment to democratic governance and collective development.
