Delivering Transformational Change 2011–2021 outlines CARICOM's regional strategy for building climate-resilient, low-carbon economies across the Caribbean. Prepared by the Caribbean Community Climate Change Centre (CCCCC) and endorsed by the CARICOM Heads of Government in March 2012, the Implementation Plan provides a coordinated roadmap for translating the Regional Framework for Achieving Development Resilient to Climate Change into practical action.

Recognising that climate change presents one of the greatest threats to the Caribbean's sustainable development, the report advocates a transformational approach that integrates climate resilience into national development planning, strengthens disaster risk management, promotes renewable energy and low-carbon development, enhances regional cooperation, and mobilises financial and technical resources. The Plan is built around five strategic elements aimed at mainstreaming climate adaptation, reducing greenhouse gas emissions, protecting vulnerable communities and ecosystems, and promoting sustainable management of natural resources.

The document also introduces the "Three-Ones" approach, one coordinated plan, one coordinating mechanism, and one monitoring and evaluation framework, to improve regional collaboration, resource mobilisation, accountability, and implementation. It identifies priority actions across key sectors including agriculture, water, tourism, health, energy, forests, and coastal and marine resources, while emphasising the importance of stakeholder engagement, capacity building, evidence-based decision-making, and continuous monitoring.

Serving as both a policy framework and an implementation guide, the report provides governments, regional institutions, development partners, the private sector, and civil society with a shared vision for strengthening the Caribbean's resilience to climate change while advancing sustainable economic and social development over the 2011–2021 period.
