CARICOM COUNTER- TERRORISM STRATEGY

This Report presents a strategic overview of CARICOM’s regional framework for addressing terrorism and violent extremism within a complex and evolving global security environment. The document articulates the normative objective of reducing exposure to terrorism-related risks while simultaneously strengthening societal resilience against extremist ideologies. Situated within the broader context of transnational security governance, the Strategy recognises the role of globalisation, particularly advances in information and communication technologies, in amplifying both the reach and operational sophistication of terrorist networks.

The text adopts a risk-based analytical perspective, identifying multiple vectors of vulnerability within the Caribbean region, including foreign terrorist fighter (FTF) mobility, online radicalisation, and the influence of transnational extremist actors. It further situates these risks within CARICOM’s socio-economic and demographic landscape, emphasising the Region’s developmental diversity, small-state vulnerabilities, and interconnectedness.

Importantly, the document underscores that even non-target states may function as logistical, financial, or recruitment nodes within global terrorism networks. This reflects contemporary security scholarship, particularly network theory and asymmetrical threat modelling, which conceptualise terrorism as a decentralised and adaptive system rather than a territorially confined phenomenon.

By integrating geopolitical context with threat analysis, the Strategy establishes a foundation for coordinated regional policy responses, capacity-building initiatives, and multilateral cooperation. It is therefore intended not only as a policy instrument but also as a guiding framework for strengthening institutional resilience, enhancing intelligence-sharing mechanisms, and aligning CARICOM Member States with international counter-terrorism norms and practices.
